What Is the Root Cause of Cannot open rpsutl.dbr in Synergex.SynergyDE.Repository.targets?

When attempting to build a Synergy Repository Project you encounter an error similar to the following:
  

%DBR-E-OPENF, Cannot open C:\PROGRAM FILES (X86)\SYNERGEX\SYNERGYDE\RPS\rpsutl.dbr in Synergex.SynergyDE.Repository.targets(402, 5)

The root cause of this issue is that the Synergy/DE Runtime has been installed; but you have failed to install the Professional Series Development Environment.
