Provide a version of ISAMC which creates a file according to its repository definition

I know Steve has a command line utility to do this, but it would be much better if you do could do this in code.

The repository is central to everything and it is a pain that you have to manually work out key positions to call ISAMC when you have just spent time defining all of that in the repository.

There is loads of scope to get it wrong when you have multiple, multi-segmented keys to the same file.

I'm sure it wouldn't be difficult to do
